If the property is vacant (GAV=0 ) for whole of the year then deduction of municipal taxes paid (i.e NAV =Negative ) is allowed or not ?????

one self occupied and not generating income no municipal tax credit
but my question is different. if someone has a letout property but the property was vacant for whole year. then deduction on muncipal tax is allowed or not?
