Multiple registration under single pan under gst

Earlier under Service Tax, assessee is having multiple registrations within same city. Currently under provisional system under GST, only one provisional ID has been allotted to a division. How can we bring that multiple registration system as earlier in GST? do we have to opt for "additional place of business" under registration?
