if payment due above 45 days but before close of financial year it is paid, then is it required to give details of this transaction in msme?

Yes; a specified company needs to file two forms – MSME –
First one as on 22nd January 2019 and second as on 31st March 2019. (No NIL return require)
So, in first case all the payments due as on 22.1.2019 are required to be declared, to be filed on or before 30.05.2019.
