Yes there are cases where a product can have two MRPs. These are generally on products which are manufactured in one place and are meant for sale in that place and other places as well.
For Example, if you ever notice a packet of Bread you will notice MRP as follows :
For Kolkata only : ₹ 15.00
For other places : ₹ 17.00
The law where u can find a reference is Central Excise Act, 1944. (Sec 4A) - MRP based Valuation. It refers to Standards Weight & Measures Act, 1976 which has now been renamed.

I agree with Vineet ji..
A product can have 2 MRPs..and a good xample provided too
And yaa the highest is taken for valuation u/s 4A MRP based Valuation as per Central Excise Act
