Edu cess paid on excise duty on import of machinery. Whether edu cess is available for claim as modvat?

In my opinion you can claim deduction of education cess paid under CENVAT credit

No u can't take CENVAT CREDIT on import Ed. Cess & S & H Ed.cess. u can only take CENVAT CREDIT of CVD & Additional duty.
