In Layman Style:-
MP Seats Counts for Prime Minister Post.
MLA Post Counts for Chief Minister Post of That State.

No, MP from Parliament Only Lokshabha.
and MLA Represents Vidhan Sabha.
and rajya sabha Have Only Selected member.
But Vidhan Sabha and Lok Shabha Have Elected members.
Pls Mind My Words:- "ELECTED" & "SELECTED"
