The Chairman of the meeting or if the Chairman of the meeting is not available then the Chairman of the subsequent meeting shall sign the minutes of the meeting.

Dear all,
Signing and Confirmation of the minutes are two different things.
It the question is about signing at the end of each page, this can only be done by the Chairman of that Meeting.
However, in case of confirmation, always done by the Chairman of the next meeting (may or may not be same chairman).
