Can service tax paid u/s 66A i.e. Service Tax payable on behalf of Foreign Service Provider be allowed for Cenvat Credit??

Yes as long as the same is an "INPUT SERVICE" Most services on which ST is paid under rverse charge would be used for business. However oif used exclusively for non taxable services or trading or manufacture of exempoted goods then credit not availble.
