Yes.
This document 'Memorandum of Understanding' is valid instrument.

sir! I dont know the exact constitute, I think one party can sue the other on breach of memorandum

A suit can be brought against a defaulting party in a court of law if any of these clauses are breached. In an MoU, both parties should offer and accept each other's offer.
