Hello,
Any money received or receivable is taxable under the head income from salary only if there is employer and employee relationship exist.
Any money received from Legislative council will be taxable under the head income from other sources and not under Income from salary, it is because there is no relationship of employer and employee between member and Legislative council.

MLA do not receive salary. Their income is taxable under the head income from other sources.
