If i pay mediclaim premium of my mother, can i claim it as deduction in my Income Tax return.

Yes,
under Section 80D you can take deduction of 25000 or 50000 (age is 60 or more)

Yes, you can claim the deduction of the mediclaim premium paid on behalf of your mother and father u/s 80D.
