can anybody tell us, who is prescribed authority for the purpose of Sec 35 (Expenditure on Scientific Research)

The word "prescribed authority" has been substituted with the word "Central Government" with effect from 1-4-2000 by the Finance Act, 1999. Please go through the section once again.
