Meaning of initial assessment year for 80ib

what does initial assessment  year means wtih respect to SEC 80IB for SSI,say suppose we haven't claimed it for 2 yrs than does that deduction starts from when i file retun and claim deduction or when i should have claimed it when i was under SSI
