one of our client had deducted TDS on the bill raised by its sister concerned and also generated form 16A for it...however subsequently the bill was reversed , hence now can the deductor claim the refund of TDS after generation of form 16A

If reversal of such entry has been made, TDS Return should also be revised and the party should not claim such TDS refund.

but we had paid that amount of TDS and we cant take any credit also coz there is no such activity in the company so against which we can take credit ...

You may claim TDS refund by submission Form 26B online,make sure that sister concern not take any credit.digital signature mandatory for filling Form 26B.
