Yes, you can claim. Input tax can be claimed before sep month return of the following year or date of filling annual return which ever is earlier.

Yes... You can claim ITC for the FY 19-20 (for Mar-20) in Jun-2020 GST returns.

Note : You can claim any missed ITC on or before filing of September 20 GST returns for FY 19-20

This has been relaxed based on notification 30/2020-CT for the period Feb - Aug 2020, with a condition to perform matching on a cumulative basis in Sept 2020.
