manufacturer?

if a business man buy some products(concentrate chemicals) in bulk n he packs it in diff. size n quantity after adding water in it suppose he buys 10 liter n sale 200 lt (after adding water) with a diff name .In this case in which categary he will come manufacturer or he will use packed n marked by tag? plz explain.
