Mandatory to do HSN summary for inward supplies for GSTR 9

Hi, 

Under GSTR 9, Whether we have to do HSN wise summary for both outward & inward?

Also if due date not extended & return filed by 1 week delay, then late fee calculated from extended date feb 28th or original date of dec 31st.
