What are the major differences between notifications number 214/86 and 83/94 and 84/94? Are all or one on them applicable for SSI for availing jobwork exemption?

214/86 is meant for units who are registered but not paying duty.
83/94 is for units who are neither registered nor paying duty
84/94 is for unit who are not registered but doing job work for 214/86 or 93/94
