Please confirm who is issuing authority of LUT certificate in State.

Please also share if any notification or circular.

an exporter is required to furnish a bond or Letter of Undertaking (LUT) to the jurisdictional Commissioner

Detail procedure to file LUT is given in Circular 8/82017

It has been made online now. You can see the online LUT on gst.gov.in. There is no need submitting hard copy. No need stamp paper executing LUT

But in case of State LUT issue SGST circle or Division.

NO CANNOT DOWNLOAD AS NOT AVAILABLE ON PORTAL. FILE ONLINE ON PORTAL & THE ARN GENERATED IS MORE THEN ENOUGH

an investor from USA can invest in Indian Partnership Firm.

or an Indain Pratnership can Borrow or take loan from Foreign
