Exactly But a scanner is a device which can be used in may ways :like producing xerox

documents,converting hard copy into soft copy( specially bitmap image format).This is possible by generating a copy of all pixel elements of hard copy.

Normally for better clarity and quality you should always try a good quality scanner of branded and standard companies like HP,samsung etc. Depth pixel factor is also important what they call DPI. The more this value is, the more quality a scanner will hold in sacnning.
