Hello AYUSH, the answer is the second room where the currency is kept.
reason:

Gold will not burnt off. so they need not be hurry about gold
any how they cannot save the cotton
if the fire is blown in the second room, they can save some currency spoiling

I think i will use simply water in the room where gold is kept as gold isnt gona burn, and fire extinguisher in the room where currency are kept hopefully not more liquid money is kept(if more, that guy can see his black money burning into black ash) and fire ambulance, fire entinguisher and water everthing on cotton, coz that  thing is gona burn out everything

(Guest)

Firstly, I think it's not ambulance. It's Fire engine that pours water.

And coming to the puzzle, I think they'll pour water on Gold room. Because, by the time they arrive the currency and cotton will be completely destroyed. The only thing they can save is Gold.

Currency wala room firstly,

bcoz, gold jldi galta nhi hai, aisi aag me,

nd if cotton ko aag me dalo to wo pehle upar se jlega, not completely.,

but currency (notes) ekdum se jal jayenge...

Save Cotton

Reasons-

On catching fire, gold will only melt- so no harm as such

If we save currency by flooding the room with water, the water itself would destroy the currency to a large extent.

However the decision also depends upon the value of cotton and currency stored and the possible damage to the adjacent buildings if the fire spreads out thorugh cotton or currency as the case may be.
