Is it mandatory for a designated partner of a LLP to file Income tax return if his Income does not exceed basic exemption limit?

If income doesn't exceed basic exemption limit then there is no required to file income tax return but if he is designated partner then he should file nil return if he his income is less than basic exemption limit

Otherwise also better to file Return by LLP partner irrespective of designated or not.
