in transportation if a reg dealer pays tax on forward charge basis then is he still liable to pay on reverse charge .?

No then it is Not required.
Because he is collecting tax from recipient and recipient is also allowed to claim itc of he is registered

The Recepient is not required to pay GST on Reverse Charge Basis since the transporter has paid it via Forward Charge.
Hence, RCM not required....
