pls explain level 1 entities? entity whose equity or debt is listed or in process of listing on stock exchange whether in india or outside india.if it is listed in stock exchange -it becomes corporate entity .then why this definition?

It seems the enterprise which are in process of listing their equity or debt securities are are covered within Level I because of its size. Levels are categorized based on size.
therefore enterprise which are in process of listing are near to get listed based on board resolution.
