please clarify the latest rule u/s 10(10AA) for leave encashment on retirement

upto 300000 it's exempted balance was taxable in the hands of employer.
I retired from Punjab national bank on dated 31-03-2019 my leave encashment fully exempted or not or nationalised employee falls in govt employee or not
