My article ship completed on sep. 2016 due to some reason I was unable to filled form 108
Is there any penalty for late filling or there is any solution to avoid such penalty.

Yes, there is a late fee.
For delays beyond 365 days - INR 10,000/-
No ways to avoid this penalty.
