i want to file ITR of Fy 2016-17 now should i have to pay penalties on the tax o have to pay?

As per my view from last several years Penalty is not imposed by CBDT except some of the cases..
So, No need to worry about Penalty.
But,
You have any tax liability then Interest will be Payable as per 234 A, B & C. Check out Your liabilities and Interest..

Anothe question, Sir in the drop down option menu of ITR 1 do i have to select " after due" if i have to file ITR 1 for FY 2016-17 today? that is i want to file ITR 1 of FY 2016-17 on 30/03/2018.

not penalty but you have to pay interest under sections 234A B C

still no penalty upto 31.03.18
