today i try to fill gstr 3b for month of augst but late filing masg appering on screen ...and wothout pay late file fee cant file return ...

because the last date for GSTR3B for the month of august was 20 Sept, you are required to pay late fee / interest.
You will get refund in your cash ledger, later on.
