if I have not filed GST 3B from last sep 2017 to till date if I file does it cost me a penalty? I have heard that govt there will be no penalty for late filer and those who have already paid it will credited to ur cash ledger is that true ??

If you file now there is now penalty.
the person who has already filed by paying late fee till now there is no clarification on refund on that.pls Wait for further notification.
