Late Fees Not Auto Offset from Cash Ledger

1) Late Fees Payable :-  CGST - 1000/-  and SGST - 1000/-

2) Available balance in Cash Ledger : CGST - 5000/- and SGST - 5000/-

But at the time of Offset ..........

Showing : Additional Cash Requirement for pay Tax -- CGST -1000/- and SGST - 1000/-

Question: If have sufficient cash balance , then why need another Cash Deposit for Late Fees ??
