if a salaried employee files the return late and if all tax due has been remitted by TDS still is late fee payable for late return fing for FY 18-19?

Yes... Definitely if Your income exceeding BEL before all deductions.
Yes sir late fee is payable but if there is excess payment of TDS and refund is there then late fee will be adjusted in the ITR itself.
