I try to file gstr 3B for the months of jan to march 19 now.
when i generate , january only have late fee, but feb and march nothing.
is it right?

No.... when you file feb & march , it will ask late fee
Note : if its asking late fee on filing Jan 3b , it means your december 3b was also filed late .

You have to file month by Month then only portal will display late fee
