Last date for one time exemption given to associations for filing Annual Returns is June 14th, 2017

Government has given one final opportunity to all associations/ organizations which have applied for renewal of their registration under the Foreign Contribution (Regulation) Act, 2010 (FCRA) but have not uploaded their Annual Returns from Financial Year 2010-11 to 2014-15.

All such NGOs can upload their missing Annual Returns along with the requisite documents upto June 14, 2017. No compounding fee will be imposed for late filing of Annual Returns upto June 14, 2017.

Respected Sir/Madam,

I am Dhebek of John Milton Trust For Blind. From 2011-2012 to 2016-2017 we did not receive any foreign contribution. While I am trying to upload annual return [NIL Return] for these financial years, at uploading of document stage, System asks us to upload Audited statement of account and chartered accountant’s certificate. But I have uploaded scanned image of Signature and Seal of Trust, Scanned PDF of Declaration of Chief Functionary and Bank Statement. Since we did not receive any foreign Contribution from 2011-2012 to 2016-2017, shall we need to upload audited statement of account and chartered accountant’s certificate? If we need not to upload those documents, Kindly Guide us about how to successfully submit annual return for these years.

Annual accounts and CA Certificate are mandatory attachments. Without these two, you cannot upload Form-4. Please discuss with your CA immediately (as the last date is fast approaching) and upload form with the 4 mandatory attachments along with seal and signature of Chief Functionary. CA will issue certificate with NIL amounts. In any case a Balance Sheet can be easily prepared.

The list of defaulting years in many cases include FY 2013-14. Surprisingly, all institutions had already filed it manually as e-filing was not introduced for FY 2013.-14. It might have been miplaced at MHA. They have filed it again online.
