Yes, The GST rate for labour charges has been applied to 18% tax rate. GST will be paid on the basis of reverse charge.

my client material purchased and labour do the work. it's government project based on contact .

is affected TDS ,

As per Notification 2/2018 CT (r)

Composite supply of goods and services in which
the value of supply of goods constitutes not more
than 25 per cent. of the value of the said composite
supply provided to the Central Government, State
Government or Union territory or local authority
is EXEMPTED
