Can a Works Contractor claim Work Contract Tax in his bill and collect the same from the awarder of the contract as per Kerala Work Contract Tax Rules?

it depends in nature of contract you have. Whether VAT is inclusive or exclusive in contract. If exclusive the you should claim the same from your customer. If it is inclusive the you will have to back calculate VAT amount from your Revenue portion.
