A woman can't be Karta in normal course.

Are you sure, there is no major male member?

The relation of partnership arises from contract and not from status; and, in
particular, the members of a Hindu undivided family carrying on a family business as
such, or a Burmese Buddhist husband and wife carrying on business as such are not
partners in such business.

So, it depends whether there is such a contrat between them or not.

In my case Mrs.A widow, my assignment is to advice them. I planned their business structure. I need to make a partnership deed if every thing goes on well.
Sir, can i go Ahead ?
MrsA=Widow b 25yrs & c18yrs= sons of Mrs.A Mrs.D=widow
