Yes. Allotment of Shares should be taken in the Board Meeting and resolution should be present in the Minutes.

Ya, only after the Board approves the applicants list placed on the table in a Board Meeting the allotment is made. And the proceedings at the Board has to be recorded in the Board Meeting Minutes.
