is job worker needs to file gst itc 04 if he send goods for small amount of labour work to another job worker? and what is the consequences if couldn't file?

FORM GST ITC-04 must be submitted by the principal every quarter. He must include the details of challans in respect of the following-
Goods dispatched to a job worker or
Received from a job worker or
Sent from one job worker to another
Goods dispatched to a job worker or
Received from a job worker or
Sent from one job worker to another
