Dear Sunil,
The said job falls under the definition of "work" defined by sec 194C (w.e.f.1.10.09).Work includes manufacturing or supplying a product according to the requirement or specification of the customer by using the material purchased from such customer.
Hence you need to deduct TDS u/s 194C and then make the payment.

Dear suni,
Job on cloth printing is a work contract.
there are two types of cloth printing. one in which the person supply us the material in such case we deduct tds only on the amount of our services.
Inother type (when we apply our material), we raise a saperte bill for material and saperate for our service.in such case the tds is deducted only on the amount of service under section 194C.
However if we raise a composite bill and the bill includes the amount of material and service then tds is deducted on the whole amount u/s194C
