You can download latest java on your system. However, ensure that you download it with correct '32 bit/ 64bit' file.
This will atleast enable you to upload the forms on MCA. However, I am really not sure whether this will allow you to register Digital Signature or not. You can try it once.

Follow belwo steps.
1. Open Internet Explorer - Internet Options - Security - Trusted Sites - Add - mca.gov.in
2. Open Internet Explorer - Internet Options - Security - Ensure that 'Enable ProtectedMode is ticked
3. Open Internet Explorer - Internet Options - Security - Custom Level - Ensure that 'Enable' is selcted for all entries under 'ActiveX controls and plug-in
4. go to Control Panel - Select Java - Security - Ensure that 'Enable java Contect' is ticked.
5. go to Control Panel - Select Java - Security - Select 'High' instead of 'Very High' - Click on 'Edit Site Lists' - Add 'https://www.mca.gov.in' - Click Ok
After doing all above steps, close the Internet Explorer. Open Again and try uploading forms. I guess it will start working now.
let me know if this worked or not. Thanks

Ensure that Java add-on is showing in Add-on Toolbar of Internet Explorer.
To view this, follow below steps.
Open Internet Explorer - Tools - Manage Add-on and Plug-in - Check the list. If list contains Java, then it should work. If not, then you can try uninstalling all java version from your system. Then again download Java 8.60 but this time download '32bit' file (if you have downloaded '64bit' earlier.
Let me know if this worked or not.
