If u have business or professional income ITR 3 or ITR 4 can be used.
What is the reason for not using ITR 3? can u specify the situation?

This year the numbering of ITRs has changed a little but. Previous ITR4 is now ITR3.
And, it will never stabilise in the history of India for next several years.

Look at USA, they have fixed names numbers for return forms and types of return forms to fill and choose, no change at all for years together. Couples file joint return, India still files separate returns.
Federal(Central) tax return is different, State tax return is different.
There are no Java and Excel utilities. Most returns can be filed from paid websites.
Most return forms are easy to understand and follow with plain english. Eg there is no word called "proviso" and stuff like that.
Income Tax Department, CBDT, CPC have a very long way to go.
