ITR3 FOR PROFESSIONAL INCOME COMPULSORY FORM 10IEA?

my Question is :

while filling ITR3 for professional income is less than taxable income I have to file 10IEA form befor filling ITR3

as I want to go with new regime.?

previous year I filed in old regime.
