can I file ITR 4s for 15-16& ITR 4 for 4 for 16-17 for proprietary business.

If Your business is eligible then Yes you can file as per law...
If you are referring the Financial Year 2015 -16 and 2016-17, then you can go ahead and file your return under the presumptive scheme for both the years, if it is a business.

Yes... It's also declare under sec 44ad.
