I have filled itr4 for the fy 2018-19
but now, can I file itr for the previous fy 2017-18 . ?
is there any late fee for the same ?

For AY 17-18.,
No way for filing ITR in normal provisions for FY 16-17...
In case You got any notice from ITD for NMS or any refund claim then You can move with condonation delay request...
