can anyone file his ITR for a/y 22-23 now? his income is below exemption limit.

No, the last date to file belated return u/s 139(4) is
before three months prior to the end of the relevant assessment year or before the completion of assessment whichever is earlier.
In our case, assessment proceedings have not yet started. Therefore we have to file before 31.12.2022

Not possible, unless there is any query in future from IT department.
But if there is any refund due, you can go for condonation request under Sec, 119(2)(b)... of IT act...
