You can file ITR for AY 2017-18 if you received notice from the department for non-filing of ITR, you can file ITR in response to that notice.

You can also file condonation request with your jurisdictional CIT for delay in filling the ITR.
If approved, you can file ITR online.

Unless you have any refund due or loss to be carried forward, you cannot file ITR for AY. 2017-18. If the conditions are satisfied, return can ne filled u/s. 119(2)(b), after approval of condonation request for late filing of ITR from CIT/ITO.
