yes...you can 
if your gross total income does not exceeds 250000..then it can be filed without any penalty.....however on the other hand if it does so...you will have to pay 1000 as penalty.

i tried filing but it's not working

You can't file ITR for AY 17-18...



**Except any notice from ITD for NMS or any refund claim.
i have paid tax for a y 2017-18 and ITR not files so how can i utilise the said amount
No way for filing ITR AY 17-18. If You are paid "Self Assessment Tax" then no use...

Even wait for any notice from ITD.
You can request for condonation of delay from Assessing Officer, and then file your return for AY 2017-18.
As per sec 119(2)(b) a Asseessee can be file condonation delay request to Jurisdictionall CIT for the conditions of
- Any refund claim or
- Any Loss Carry Forward

But,
If paid self assessment tax then we can't avail Condonation delay request.
May be in between assessment year ITO can find out the payment and will be issued any notice then We can move through the notice...

Yes... As per Your reply (i have paid tax for a y 2017-18 and ITR not files) You paid Tax...

May be or not ITO will give/ask notice for the Tax Payment.
