Can anyone tell me that if a person doesn't hold any bank account, his/her ITR can be filed or not? As per my opinion, if a person doesn't hold any bank account then he/she can mention the account number of their spouse or parents? Am I right or not? Please share your valuable opinions..

Yes, ITR can file if assessee does't have Bank account.

But in ITR 4s, we have to mention bank account details for refund purpose and it's mandatory marked field? Which account number I have to mention In that case, what's your opinion?

If refund, then you have to open Bank account or mention spouse' account number if jointly opened.

There is no refund
If we don't mention account number, then ITR will not be uploaded. It asks for account number before you save the X M L format of ITR

Then just put 1234 and generate X M L

Ok thank you so much for help
