can i file ,my client income tax return for ay 2013-14 at this time without penalty provisions

by penalty if you mean interest payable on tax due to late filing of tds then you will have to pay this amt. there is no way that you can escape this intt...... but if you mean penalty provisions applicable due to late filing of return then you can file return now and it is solely upto AO whether to charge with such penalty or not.. till now i havent seen any case where such penalty has been imposed.
