Is registered GTA is eligible to claim ITC under GST?

GTA is covered under Sec 9(3) I.e. Notified services under reverse charge mechanism. So GTA need not pay tax provided the recipient is Company, firm, factory (registered under factories act), co-operative society or any person registered under GST.
Except above GTA is eligible to claim ITC under GST.

Yes he can provided he charge GST on his outward supply @ 12%
